Iraqi forces arrest fighters from Iran-backed militia

Iraq’s counter-terrorism troops have arrested 14 members of a powerful militia after a raid that will be seen as an early test of the new prime minister’s ability to take on militants backed by Tehran. Iraqi officials said the group, intercepted late on Thursday night, had been planning attacks on Baghdad’s fortified Green Zone. The arrests are a shot across the bows of the unruly Tehran-linked militia groups that have undermined the Iraqi state and are accused by Washington of killing Americans.

Mustafa al-Kadhimi, a former intelligence chief with longstanding ties to Washington as well as good relations with Iran, who was named Iraq’s prime minister last month, has vowed to rein in armed groups acting outside state control. Those seized on Thursday night belonged to Kita’ib Hizbollah, one of the most powerful and unpredictable of the Shia paramilitaries, which has been accused of sucking Baghdad into the dangerous stand-off between the US and Iran. Renad Mansour, director of think-tank Chatham House’s Iraq Initiative, said the prime minister had adopted a “quite aggressive” stance in recent days and his actions were likely to be supported by Iraqis, many of whom took part in protests against the militias last year. “Iraqis want this to happen, they’re tired of these groups” and the criminality they are associated with, Mr Mansour said. Iraq has a plethora of mostly Shia Islamist paramilitaries, who gained official recognition during the fight against the Sunni extremist group, Isis. But their image has been tarnished by the criminal behaviour of some factions, and attempts to bring them to heel by the official security forces have fallen short. The raid on KH was launched after Iraqi security forces received intelligence that a group was planning to target Baghdad’s Green Zone. “They got caught really badly red-handed,” said Michael Knights, a security analyst at the Washington Institute think-tank. The arrest of KH members “has never happened before”, he added. “This is a really big deal.” Thursday’s arrests prompted fiery rhetoric from KH, some of whose fighters receive government salaries. KH accused Mr Kadhimi of “offer[ing] a new token of treachery to his American masters”.

In recent weeks there has been a flurry of small rocket attacks on the cordoned-off area of Baghdad which houses government buildings and embassies. Iran-backed groups have long said they want US troops leading an anti-Isis coalition to leave Iraq. KH militants are accused by Washington of having launched a series of rocket barrages on Iraqi facilities hosting US personnel which killed three Americans and one British soldier in December last year. Iran, which is in an arms-length confrontation with the US, has deep reach in Iraq through the militias it has trained and supported, as well as huge political influence. However Mr Knights cautioned against interpreting the raid as a challenge to Iranian influence in Iraq. “This is an Iraqi prime minister dealing with an Iraqi faction,” he said, adding that KH and its Iranian allies appeared to have a “disagreement on strategy” which had divided their commanders. The arrests are the latest setback for KH, Mr Knights said. The group’s former leader Abu Mahdi al-Muhandis was killed in Baghdad at the start of the year by an American drone strike, alongside Iranian general Qassem Soleimani.
